Non-Statutory Public Consultation – Call for sites
Limerick City and County Council is seeking proposals in response to New Section 28 Ministerial Guidelines on “National Planning Framework Implementation: Housing Growth Requirements” for additional residential lands in support of accelerated housing delivery.
New Ministerial Guidelines were published in July 2025 with the aim of updating development plans, by way of variation, to reflect the requirements of the Revised National Planning Framework to support a significant acceleration in housing delivery.
In response to the Guidelines, Limerick City and County Council invites the public, landowners, homebuilders and other interested parties to put forward suggestions for lands suitable for zoning for residential purposes that would contribute to accelerated housing delivery and meet the following criteria:
Contribute to the achievement of Compact Growth and sequential patterns of development.
Are serviced or serviceable within the next 5-year period.
Are in areas with good public transport services.
Are in areas with significant employment opportunities.
Are in areas with good social infrastructure including school capacity and community facilities or that can provide for the development of necessary social infrastructure.
Do not have significant challenges or impediments to the development of housing e.g. legal, environmental, topographical or servicing.
Lands not within identified flood zones.
Residential Zoned Land Tax
Landowners should be aware that any lands zoned for residential use may be liable for an annual Residential Zoned Land Tax based on the value of the site. Landowners are advised to familiarise themselves with the provisions of the Residential Zoned Land Tax. Further information is available on Limerick City and County Council’s website here.
Invitation to make submissions
Submissions identifying lands that are suitable for zoning for residential use, that meet the above criteria to achieve the objectives of the Guidelines in terms of contributing to accelerated housing delivery are hereby invited from interested parties from Wednesday, 19th November to close of business on Friday, 19th December 2025 inclusive. Late submissions will not be accepted.

Submissions must be made by one medium only and must include: name and address, a map identifying the lands concerned, confirmation of their interest in the lands and, where relevant, details of any organisation, community group or company represented. Any additional documentation demonstrating compliance with the criteria above shall also be included.
Please note that submissions received by Limerick City and County Council will be available to view online.
There is no guarantee that any land included in submissions made in response to this consultation will be zoned for residential purposes. No lands will be zoned purely on foot of this consultation. Lands can only be zoned by way of a formal process to make or vary a development plan. Only lands that are considered suitable and necessary for residential zoning that sufficiently meet the above criteria, following analysis and assessment by Limerick City and County Council, may come forward as part of a formal variation of the Limerick Development Plan in early 2026.
