15.0 Payment of contributions

1. Conditions requiring payment of the contributions provided for in the Scheme will be imposed in all relevant decisions to grant planning permissions made following the making of the Scheme by the Council.
2. The contributions under the Scheme shall be payable prior to commencement of development.
3. The Planning Authority may facilitate the phased payment of contributions payable under the Scheme, and the Council may require the giving of security to ensure payment of contributions.
4. Consideration will be given to the provision of specific infrastructural works and facilities by a developer and other planning applicants in lieu of payment of development contributions subject to the written agreement of the Planning Authority.
