1.  Initial Issues Identified

A number of issues have arisen in recent months which have accelerated the need for this review. These issues include:

• The adequacy and fitness-for-purpose of the current bye-laws at this time, given that they date from 2015
• The Rights and Responsibilities of key stakeholders, and the processes and procedures which they address
• The need for registers to be maintained of key stakeholders including Funeral Directors, Monument Sculptors, Gravediggers, Caretakers, Community Cemetery Management Groups
• Instances of non-adherence by key stakeholders in relation to the bye-laws
• The actions and/or sanctions available in the event of breaches of bye-laws
• The management of those cemeteries designated as lawn cemeteries, and addressing non-compliance with those bye-laws which govern them
•  Interactions between Limerick City and County Council staff and the public
