Applicant: Limerick City & County Council, Housing Services in partnership with Clúid Housing (an approved housing body).
Location: Cois na Féile, Abbeyfeale East, Abbeyfeale, Co. Limerick, is an unfinished housing estate located off the Clash Road. The site comprises 12 no. two storey houses in varying state of completion associated with services such as access road, footpaths, underground services and open space all to be shared with the 12 no. existing and completed units on the site. The site is accessed via the existing residential estate road with a measured site area of 0.57 Ha. The site is bounded by agricultural lands to the north and east and by the established Cois na Féile estate to the south and west.
Proposal: The application proposes the demolition of the existing unfinished structures (12 no. dwellings) and the erection and development of 12 no. residential units comprising 10 no. two-storey, 3 bed, semi-detached units and 2 no. single-storey, semi-detached pair 1 no. 2 bed and 1 no. 3 bed.
The proposal includes; the completion of the residential access road to service the 12 no. new units, all above and below ground services to link to existing and established services, the integration of the supporting landscaped open space areas and all associated proposed landscape works. In addition, proposed new boundary treatments as incorporate and strengthens existing green infrastructure and enhances biodiversity corridors within and bounding the site.
The proposal has undergone Appropriate Assessment Screening in accordance with Article 6(3) of the Habitats Directive (92/43/EEC) and screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU.
In accordance with Article 81 of the Planning & Development Regulations 2001, as amended, the Planning Authority has made a determination and concluded that:
(a) The proposed development, either individually or in combination with other plans and projects, is not likely to have a significant effect on any European site(s) and therefore a Stage 2 Appropriate Assessment is not required.
(b) There is no real likelihood of significant effects on the environment arising from the proposed development and that the proposed development is not of a class set out under Schedule 5 of the Planning and Development Regulations 2001, as amended, and therefore does not require an Environmental Impact Assessment Report (EIAR).
Any person may, within 4 weeks from the date of publication of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
Plans and Particulars of the proposed development may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy for a period of 4 weeks from 4th October 2025 to 4th November 2025, during public opening hours at the offices of Limerick City & County Council, Corporate Headquarters, Merchants Quay, Limerick V94 EH90, Monday - Friday 9.00am to 5.00pm (excluding Bank Holidays) and at the Planning Department, Limerick City & County Council Offices, Dooradoyle Road, Limerick V94 WV78 between 9 a.m. - 4 p.m. (excluding Bank Holidays) and at the Newcastle West Municipal District Office, Aras William Smith O Brien, Limerick City and County Council, Gortboy, Newcastle West, Co. Limerick V42 EH73, Monday - Friday 9.00am to 5.00pm (excluding Bank Holidays. Plans and particulars of the proposed development will be available for inspection online during the above timeframes at https://mypoint.limerick.ie.
