Part 8 Development

 

In accordance with Part XI of the Planning & Development Acts 2000 (as amended) and Article 81 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Limerick City & County Council proposed to carry out the development described hereunder at the following site at Toppins Field between O’Donoghue Avenue and John Carew Road, Limerick City, Co Limerick.

The proposed development will consist of:

  1. Construction of 57 no. residential dwellings on 3 no. main plots, with associated ancillary roads, pedestrian pathways, hard and soft landscaping and site services infrastructure as follows.
  1. 15 no. 2- storey 3-bed terraced houses;
  2. 4 no. 2-storey 4-bed terraced houses;
  3. 1 no. 3-bed duplex apartments;
  4. 18 no. 2-bed duplex apartments;
  5. 1 no. 2-bed apartment and  
  6. 18 no. 1-bed apartments.
  1. Development of an access road to the proposed development via an East West Link Road from John Carew Link Road.
  2. Provision of public open space areas (to include for play spaces), private open space areas, bicycle parking, footpaths, public lighting, hard and soft landscaping.
  3. Provision of Car parking to include for 20% EV parking and ducting to the remainder of all the spaces for future electric charging points.
  4. Proposed connection to existing mains water infrastructure.
  5. Proposed on-site surface water drainage arrangements and connection to existing storm sewer network.
  6. Proposed connection to sewer network, together with all associated site works and services.

The proposal has undergone Appropriate Assessment Screening in accordance with Article 6(3) of the Habitats Directive (92/43/EEC) and screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU. In accordance with Article 81 of the Planning & Development Regulations 2001, as amended, the Planning Authority has made a determination and concluded that: (a) The proposed development, either individually or in combination with other plans and projects, is not likely to have a significant effect on any European site(s) and therefore a Stage 2 Appropriate Assessment is not required. (b) There is no real likelihood of significant effects on the environment arising from the proposed development and that the proposed development is not of a class set out under Schedule 5 of the Planning and Development Regulations 2001, as amended, and therefore does not require an Environmental Impact Assessment Report (EIAR). Any person may, within 4 weeks from the date of publication of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Coimisiún Pleanála, 64 Marlborough Street, Dublin 1, D01 V902.

Plans and particulars of the proposed development will be available for inspection and/or purchase at a fee not exceeding the reasonable cost of making a copy from the 19.12.2025 up to and including 26.01.2026 [4 Weeks] during public opening hours at the offices of Limerick City & County Council, Corporate Headquarters, Merchants Quay, Limerick V94 EH90, Monday - Friday 9.00am to 5.00pm (excluding Bank Holidays) and at the Planning Department, Limerick City & County Council Offices, Dooradoyle Road, Limerick V94 WV78 between 9 a.m. - 4 p.m. (excluding Bank Holidays) Plans and particulars of the proposed development will also be available for inspection online during the above timeframe at https://mypoint.limerick.ie.

Submissions or observations in relation to the proposed development, dealing with proper planning and sustainable development of the area in which the development would be situated may be made:

on or before 4 p.m. on the 10.02.2026 [Further 2 Weeks].

Note: Only submissions made in the above manner will be considered as valid submissions for the purposes of the Mayor’s Report that will be presented to Council.
