This is a submission on behalf of the Department of Public Health Mid-West. We have a legal responsibility for the health of the population in the Mid-West under Health legislation. We provide health protection services, advocate and contribute to health improvement and participate in health service development.

    We would like to highlight the award winning Healthy Limerick initiative as one of the key achievements in the past 5 years as it has paved the way for a focus on building an environment that is healthy, and helps Limericks population to maximise their health.

    The local government's leadership of economic, social and community development is essential to the health of the population. As the health of our population is more impacted by these social determinants of health than any other single factor, this means that this role should be publicly acknowledged and a health in all policies approach should be undertaken. The main drivers of inequalities in health are the social determinants of health.

  • A cohesive vibrant thriving place that makes it easy to have healthy and active lives

    The overall vision needs to be more compelling, particularly to young people. The aim should be to create an exciting innovative place which reflects the changing priorities and values of our population and which is one of, if not the best place to live and work in Ireland. Our strategies and plans which relate to Limerick should convey this sense of innovation and promise and inspire our young people as well as others who are thinking about our place as a place to live.

    Millennials (those who are aged up to 39 years) and Gen Z (the generation after them) are the current and future entrepreneurs who need to be encouraged to live and invest in Limerick (especially given the CSO population projections which estimate younger age groups will shrink in future in the Mid-West). Corporate research conducted on these groups show that they value quality of life, social justice and equality, climate change, sustainability (Deloitte survey). These should also be reflected in the values of the local authority to make it a healthy, cohesive and attractive place to live.

    Limerick should aim to be seen as a location where families can enjoy a healthy lifestyle, and have their wellbeing considered as a priority and where they can meet their full social, economic, educational and health potential. This should carry through all the stages of their lives, ensuring that Limerick is seen as a great place to grow old.

    "Limerick and the Mid-West should aim to rival other Tier 2 cities throughout Europe in terms of business , tourism , education and investment" AND be a sustainable living and working environment.

    The brand identity is more of an action than a vision. It’s more about placemaking and how that enhances people’s quality of life and the attractiveness of the region. The brand identity is only one way of enabling this. It's important that this is developed from the community upwards in a spirit of co-design.

    Young workers will want sustainable and environmentally friendly housing, transport and working conditions. There will need to be an increased focus on walkability, cycleability and community spaces which improve mental and physical health as well as social connectedness.

    There needs to be an objective around creating a sustainable communities. That may be facilitated through the creation of community and business networks.

    The action on flood defences is welcome as it is key to climate change mitigation. However climate change has other health impacts and extremes of heat need to be mitigated for (especially in urban environments). The local authority has a climate change adaptation strategy and it should be reflected more comprehensively here. It should also be considered how this can tie in with mental and physical health and placemaking e.g. tree planting can assist in relation to heat.

    The action on the provision of housing should also consider the building up of and the protection of already established communities. A healthy workforce is essential, and the social determinants of health being addressed will help ensure that the workforce has their health and wellbeing maximised, which will bring economic benefit.

  • Goal 4: Health in all policies and in partnership

    Our public places should also promote mental health, social connectedness and physical activity.

    Community engagement should considered at the design stage of housing developments and should take the form, of a co-design approach, and good design can make community engagement much easier.

    The local authority should promote health and well-being by embedding health in all parts of the local authority in all policies, proactively seeking opportunities to improve health for the community. This includes but it is not limited to supporting the implementation of key government strategies and through the implementation of a suite of Limerick City and County Council-led initiatives including Healthy Limerick and Age-Friendly Limerick. Stronger partnerships with the HSE can assist with this.

    We would add that the last point "we will continue to work to increase participation of low participation groups and socially-disadvantaged groups in physical activity and sport" should also include active travel.

  • Goal 5: Representative participation from our communities

    The PPN should be representative as well as effective. There is a need to find a way to channel the voices and opinions of disadvantaged groups.

    Consultation should happen early in processes and be meaningful and young people need more participation.

    The key point to make here is that the local authority should create an environment where making the choice to use public transport or active travel is the easiest option.

    Inclusion of legacy road projects make this goal contradict Goal Six (Transition to an environmentally sustainable low carbon resource efficient economy).

    The first aim of a “smart integrated transport network that improves connectivity and increased use of sustainable travel modes.” is great.

    The second point listing off a bunch of legacy road projects is not.

    Government policy is clear that transport emissions need to be reduced, not increased.

    This goal does not need specific projects listed, especially if they will all increase emissions and unsustainable suburban sprawl. The list of projects could be replaced with a commitment that infrastructure will be built to encourage compact growth in Limerick city and in the towns and villages of County Limerick. This would directly align this goal with the National Planning Framework.

    Removal of the list of roads projects will allow flexibility in the plan.

  • Plain English would make this draft plan better.

    It should be possible and a goal in itself to simplify the language in the whole draft Corporate Plan. A lot of the draft plan is difficult to understand. It could be made simpler without any loss of meaning. If the plan was simpler then more people could understand it.

    Consider this sentence:

    “Provide direction and vision around digital infrastructure provision with an objective of Limerick becoming more attractive to new investors and supporting local business to gain competitive advantage in the digital market place. We will also work to yield economic benefits for Limerick from the impact of disruptive technologies.”

    It could be replaced by this:

    “We would like to make Limerick more attractive to local businesses and new investors. We will do this by helping businesses to take advantage of new technology. We will set an example by using new technology in our work and showing companies how to benefit. If we are successful we will improve the local economy.”

    B. The objectives and priorities for each of the principal activities and strategies for achieving

    those objectives.

    C. The manner in which the authority proposes to assess its performance in respect of each such

    activity, taking account of relevant service indicators and of the need to work towards best

    practice in service delivery and in the general operation of the local authority.

    D. Human resources activities (including training and development) to be undertaken for the staff

    of the local authority and, where appropriate for the elected council.

    E. The organisational structure of the local authority, both elected council and staff, including corporate support and information technology and the improvements proposed to promote efficiency of operation and customer service and in general to support the corporate plan.

    This document is missing C to E.

    It would have been more appropriate to either present the full plan for public consultation, or to acknowledge that the public were being asked to comment on an incomplete version of the plan.

    Re: Goal Three - "Invest in Limerick’s Infrastructure, project its natural and built environment and unique heritage mix"

    Limerick is a historic city with a treasure of buildings, streets and spaces which have been built over the last thousand years. Any strategy to improve infrastructure and public realm in the city needs to take cognisance of the conservation of the existing fabric of the city.

    Although the title of this Goal talks about protecting built heritage, there is no content below the title that addresses that topic in any way, or makes reference to the use, protection, restoration etc of Limerick's built heritage at all. Our built heritage is a very specific and complex context within which to talk about infrastructure and housing, and that needs to be acknowledged in the Corporate Plan so that it can inform policy in the future. At the moment, it is not mentioned at all in the Goal.

    This should be addressed, by by committing to developing a strategy that will acknowledge how much of the fabric of Limerick City and county towns is comprised of buildings that are on various protected lists, such as the RPS and the NIAH, and how the Council plans to tackle the challenges associated with repurposing, adapting, and occupying this built environment with its unique heritage.

    A core goal of any strategy should be the formulation of a conservation plan for the public realm in the city. This should clearly distinguish between the medieval and Georgian areas of the city and provide detail on street lighting, footpaths, removal of overhead wires, and identify materials and designs for integration new pedestrian, cycling and public transport systems. It should also have as its goal the complete removal of through traffic for private cars from the city centre and the introduction of congestion charges for any users of a private car in the city centre.

    We suggest some Goals relevant to protecting the built heritage and built environment of Limerick City, and these are below.

    GOAL: To protect, enhance and promote both the medieval and Georgian areas of the city, and develop a public realm strategy that recognises the conservation of the existing fabric of the city and its unique historic character.

    GOAL: To protect and enhance Limericks historic city centre by developing a Public Realm and Movement Strategy to transform streets and spaces across the centre and create a canvas for a more animated and inclusive public life.

    GOAL: A vision for the historic centre that provides vibrant, safe spaces for pedestrians and cyclists and increased levels of social and economic activity, guided by a coherent vision and robust framework of technical standards.

The Toolkit works from a robust evidence-base that demonstrates the impact of the built environment on peoples’ behaviour, health and wellbeing:

  • Goal 2: The value and importance of Sport for All in growing the economy and opportunities in Limerick

    Limerick city and county has a strong and proud culture of Sport which has grown significantly in recent years (Munster Rugby;Limerick Sports Partnership, University of Limerick Physical Education and Sport Sciences). This is a considerable and unique asset/ resource to Limerick city and county and it has a significant role to play in growing the economy and creating opportunity in Limerick. The HP&I service advocates that the importance of Sport in Limerick City & County is acknowledged in Goal 2

  • Goal 3: Investing in Active Travel Infrastructure to promote and protect the built and natural environment

    The Health Promotion & Improvement Service wishes to reference the National Physical Activity Plan ( 2016) and the National Healthy Weight for Ireland- National Obesity Management Plan as important national resources to the actions outlined under Goal Three. Both of these National Plans strongly support the importance and value of ‘Active Transport’ (Walking & Cycling) & Public Transport in improving population health and well-being at local county level. The National Physical Activity Plan sets out 6 high level actions on active travel and local authorities are named as lead or key partners in each of these actions (actions 32-37 and 40) .

    Principle five (5) of the National Planning Policy Statement 2015 states ‘planning must ensure that development facilitates and encourages greater use of public transport as well as making walking and cycling more attractive for people in support of active and healthy lifestyles by focusing on development, whenever possible, at locations with more sustainable travel options’. The HP&I Service advocates the need for public transport and active travel facilities to be prioritised within the corporate plan for Limerick City and County .

    The importance of ‘green spaces and places ’ in improving the health and well-being impacts of the built environments and residential developments is well established (RIAI, 2019).

    To support and augment the actions outlined under goal four, the HSE HP&I services wishes to reference the following initiatives:

    • Interconnectedness of public transport and good quality, safe walking and cycling routes to support people travel to and from Limerick city and towns and villages across Limerick County

    • Promote and support inclusive Sport and active recreation facilities and programmes for people of all ages and abilities

    • We wish to commend and support Healthy Limerick’s ‘Not Around Us’ Smoke Free Environment Initiative: this initiative will protect children from being exposed to second-hand smoke and will help to de-normalise smoking behaviour – especially in playground areas, sport and recreation facilities in Limerick city and county.

    The importance of ‘green spaces and places ’ in improving the health and well-being impacts of the built environments and residential developments is well established. The HP&I service wishes to advocate for an explicit commitment to including green places and spaces (including green recreational spaces, edible gardens, and vertical/hanging gardens ( urban pollination) in buildings of 2 stories and higher) in the future design and planning of all residential developments and in developing/regenerating Limerick City and the towns and villages in Co. Limerick

  • Goal 6: Sustainability, Health & Wellbeing

    • Supporting the development and promoting public use of Active Travel facilities will help reduce emissions and noise levels and will improve people’s health & wellbeing in Limerick city and county (National Physical Activity Plan, 2016 Actions 32-37).

    •Action 1.4 within the National Healthy Weight/Obesity Prevention Plan (2016-2025) for Ireland references the importance of providing drinking water in educational settings and public spaces to increase public access to good quality drinking water free-of-charge. There is an urgent need for more drinking water fonts and points in all public spaces in Limerick City and in the towns and villages of Limerick – improving people’s access to free drinking water will help reduce the use of plastic bottles and reduce the consumption of sugary drinks across the population. Improving people’s access to free drinking water will also help improve the health & well-being of people who are less well-off.

    • In developing green infrastructure at local levels- HP&I advocate for the inclusion of edible gardens and green recreational spaces in the design and planning of the built environment and residential developments in Limerick.

    • Increase the infrastructure for Electric Vehicles in Limerick City and County.

  • Goal 7: Healthy Workplaces

    With regard the actions outlined under goal 7, the HP&I Service wishes to reference the forthcoming publication of the National Healthy Workplaces Framework https://www.gov.ie/en/publication/93daf8-healthy-workplaces/

    The Healthy Workplace initiative is an important part of achieving the Healthy Ireland agenda. As there are over 2 million people employed in Ireland, the workplace can make an important contribution to healthier communities. Workplaces directly influence the physical, mental, economic and social wellbeing of workers and in turn, the health of their families, communities and society. It therefore offers an ideal setting and infrastructure to support the promotion of health to a large audience. According to the World Health Organisation (WHO), workplace health programmes are one of the best ways to prevent and control chronic disease, and also to support mental health.

    As part of work in developing the Healthy Workplaces Framework, the Minister for Health Promotion, Ms Catherine Byrne TD, launched the Healthy Meeting Guidelines at the second Annual Healthy Ireland Network event in Dublin Castle on 9th May 2018. Meetings are a regular part of many people’s working lives and often involve sitting for a long time with few opportunities to be active. The Healthy Meeting Guidelines offer practical suggestions for healthy food options and for including opportunities for physical activity. Activity breaks and healthy food options in meetings can increase productivity and creativity because they improve how well people take part and how long they can pay attention.

    • That the people of Limerick are supported by a professional, proactive and accessible local government structure, which is at the heart of a wider public service.

    • That Limerick is acknowledged for the inclusive participation of all of its citizens in the development of their community. Query raised as to why the vision is about being acknowledged.? Should not the vision be to achieve this.? It is felt that a more appropriate vision would be to foster/ facilitate/develop/create (or whatever) inclusive participation?

    • That Limerick offers a real and unique competitive advantage for business development, and an unparalleled quality of life (maybe slightly ambitious for even a vision – should this be a bit more achievable, for example ‘maximising everybody’s opportunity for health, cultural enrichment and educational opportunities) resulting in cultural enrichment and educational opportunity.?

    The rationale for the above comment is that this undermines credibility. There is no way that a 5 year plan for Limerick is going to create an ‘unparalleled quality of life’. Our view is that the proposed timeframe is just simply not long enough to influence such change. More realistic expectations in this regard would give the document more credibility.

    • That Limerick and the Mid-West rival other Tier 2 cities throughout Europe in terms of business, tourism, education and investment. –

    Could we consider suggesting that health and wellbeing is included in the vision as it is a fundamental component of any measurable determinant.

    That Limerick’s new brand identity will unlock advantages and experiences for all of its audiences, making the most of Limerick’s physical and cultural connections.

    What sort of experiences? Hopefully positive ones. Not sure why the term ‘audiences’ is used here.

    • Actively pursue the implementation of the Limerick 2030 : An Economic and Spatial Plan for Limerick, resulting in a vibrant and dynamic Limerick. We will work to ensure our communities in the City and County are rejuvenated. yes

    • Advance key transport infrastructure projects over the next five years including but not limited to the N/M20 Cork to Limerick motorway, Foynes to Limerick Road Improvement Scheme (including Adare Bypass), O'Connell Street Public Realm Scheme and the Limerick Northern Distributor Road.

    • Protect our infrastructure through the provision of flood protection schemes under the CFRAMs and other flood protection programmes – there is a full Climate Adaptation Plan for Limerick that looks at this – should be referenced here.? Also, could we suggest that some focus be given to positive climate action strategies rather than just climate mitigation measures.?

    • Promote opportunities to enable the development of new cooperative housing models for specific groups including affordable housing, adapted housing and smart aging homes – (We are of the opinion that this should be more than promote. Should be incentivise and support.)

    • Support public land activation and work with other state agencies to deliver supporting to deliver supporting infrastructure, increasing the supply of social and affordable homes. – no issues with this.

    • Improve the public realm infrastructure to improve accessibility for people with disabilities, and so that all people can live, work and access culture and recreation in a safe and friendly environment.

    Goal Four - Promote a socially integrated, healthy and safe Limerick – We feel this statement needs to go further than ‘promoting’ this. They should be making it happen. It should be either ‘work towards’ or ‘ensure’.

    We will:

    • Provide and maintain attractive and safe facilities and public spaces, which are fully accessible to all in our community. – no issue.

    • Enhance quality of life in our social housing estates through collaborative, pro-active and supportive estate management, working with partners to promote (wrong word should be support or develop) the work of residents’ associations in private housing estates and support for community engagement.

    • Promote and support the development and/or improvement of community facilities, and recreation, sports and cultural amenities for people and communities in the city and county so that we can maximise access to such facilities for people in Limerick and achieve efficiency in provision OK

    • Promote equality, diversity and human rights across the functions of Limerick City and County Council. Continue to support inter-cultural integration, a sense of belonging and inclusive environment for all.

    • Promote health and well-being by supporting the implementation of key government strategies and through the implementation of a suite of Limerick City and County Council-led initiatives including Healthy Limerick and Age-Friendly Limerick.

    We feel that this objective needs to go further. They need to say that they will incorporate protection of health and opportunities for health gain into all areas of their decision making.

    • Work with the training and education agencies in Limerick to improve opportunities for learning, education and training and use our library, museum and arts service to enable learning, provide information and promote skills, creativity, ideas and knowledge.

    • Through the vehicle of the Limerick Sports Partnership, we will continue to work to increase participation of low participation groups and socially-disadvantaged groups in physical activity and sport. Very welcome.

    Goal Five - Actively Engage with our Communities – Ok.

    We will:

    • Support the set-up of an effective Public Participation Network so that it can play its role in underpinning consultation and participation processes by communities and the voluntary sector – (Welcome this but our view is that this is just a starting point as it is a limited model and only the first step in an overall process/strategy.)

    • Support meaningful and effective consultation and participation processes in the development of plans, policy-making and in service and project design and delivery by strengthening our internal systems to ensure they respond to the requirements of public participation processes (this is long). Explore new and innovative ways of connecting and engaging communities, through the use of web-based networks – not just that – why not just stop after communities or state ‘for example’.

    • Promote civic participation and support community-led local development by bringing people, resources and planning together so that people can play an active role in determining how their community will develop. We will work together with our partners to build and strengthen the capacity in local communities.

    • Work in partnership with organisations and groups providing services in the community to make sure that a person centred approach to delivering services is consistently delivered by Limerick City and County Council and our partners.

    • Co-ordinate, manage and oversee the implementation of LCDC Programmes. - yes

    • Support communities to maximise the opportunities available to them to enhance their areas and sense of place including supporting access to funding opportunities for community projects. – yes

    They need something that explicitly acknowledges the challenges of participation in community development and consultation of social and economically excluded communities. They need a social inclusion strategy.

    They also need to implement the clear language provisions in dealing with their communities.

    Goal Six - Transition to an environmentally sustainable low carbon resource efficient economy

    We will:

    • Ensure the implementation of the policy of Government under Ireland’s transition to a Low Carbon Energy Future 2015-2030.

    • Develop green infrastructure at local level and promote the use of nature-based solutions for the delivery of a coherent and integrated network.- Probably should be put in clearer and simpler terms.

    • Move towards no net loss of biodiversity through strategies, planning, mitigation measures, appropriate off setting and/or investment in Blue- Green infrastructure. – this should be integrated into the Development Plans

    • Through strategic noise mapping and Noise Action Planning, promote the proactive management of noise where it is likely to have significant adverse impact on health and quality of life.

    • Implement the All Ireland Pollinator Plan including making public spaces more pollinator friendly, raising awareness of pollinators, expanding knowledge of pollinators and collecting evidence to track changes.

    • We will promote and support environmental awareness to ensure a healthy living environment for all citizens and future generations. Continue and enhance measures for eradication, control and containment of invasive species.

    • Improve water quality in the County’s rivers, lakes, estuaries and groundwater through the implementation of the River Basin Management Plan for Ireland. – good to know as it is a legal requirement

    • Improve air quality through supporting public transport, walking, cycling (maybe it could be supporting and incentivising) and promotion of energy efficient buildings homes and heating systems.

    • Support, facilitate and incentivise the reduction in single use items (presuming not all – for example toilet paper) and the move towards a circular economy.

    What about how the Council operates – will there be changes to increase the sustainability of providing their services?

    Goal Seven - Be efficient, effective and committed to providing services that will underpin an innovative

    We will:

    • Be an agile organisation that will be citizen focused through policies, processes and systems – Unsure as to what this actually means in practice.?

    • Innovate and adopt new ways of working including the expansion of Customer Services to make access to Council Services easier and more cost effective (more cost effective for whom?) while providing a high quality customer service and experience. – the implication being this is not currently the situation. Would suggest the term “ more user friendly” as being more appropriate.

    • Employ data and feedback from users to shape policy and service design.

    • Consolidate our services to focus on best international practice.

    • Enhance the services provided through increased use of digital platforms. – this does not always enhance a service rather extend it.

    • Implement an integrated career based development programme for our staff to make sure that they have the necessary skills and capacity to meet the challenges that will arise during the life of this plan – welcome.

    Goal Eight - Work with our colleagues across the public sector and our partners in the private and voluntary/community sector to deliver on a shared commitment to Limerick as set out in the Limerick Charter

    We will:

    • Lead and support an integrated approach in the development of communities across Limerick for the purpose of education and learning, health and wellbeing, ageing well, support for families and youth at risk through Community participation, Empowerment and Civic Engagement. We will work to ensure that that the Regeneration Areas continue to make progress in social, economic and physical regeneration of the targeted estates as set out in the Limerick Regeneration Framework Implementation Plan.

    • Together with our colleagues in the wider public service, we will created more integrated public service to develop greater sharing of expertise and knowledge and to become more focused on its contribution to the achievement of citizen centred societal outcomes.

    • Enable effective inter-agency collaboration through the Local Community Development Committee (LCDC), and collaborate with other state agencies including among others, the Integration Working Group, Children and Young People’s Services Committee (CYPSC), Comhairle na nÓg, Limerick Childcare Committee, Learning Limerick, Age-Friendly Alliance, Limerick Older People's Executive, Limerick Sports Partnership to achieve their objectives in local community development and social inclusion. – why not include the HSE?

    • Together with our partners, we are committed to openness in exploring different and innovative joint service delivery and trading options including co-location and sharing administrative functions and facilities as far as possible.

    • Promote individual and community well-being through the delivery of the Creative Ireland Programme and Limerick Cultural Strategy: A Framework 2016-2030 at a local level.

    The Environmental Health Service of the above jurisdictions warmly welcomes the development of the above Plan and is pleased to have an opportunity to feed into and submit professional viewpoints on relevant aspects of same relating to health and environment.

    General commentary:

    As a Mission statement and Policy document for a Local Authority the scope, content, detail and complexity of the overall Plan is wide ranging and extensive. Notwithstanding same we are of the opinion that there are gaps and omissions which are worthy of examination, with a view to inclusion in any revised document.

    Specifically we feel strongly that the protection of health has not been adequately addressed and the concept of maximising of health potential being incorporated into the goals or decision making outcomes within the Plan, has not been pursued. It is our strong opinion that health protection and population health should form a fundamental part of any meaningful Plan and that identifying and controlling the critical factors which influence health determinants would constitute a significant part of the plan. In particular we would liked to have seen some commitment to assessing health gain oppurtunities, primarily but not exclusively in the development of the built environment.

    The health priorities set out in the Plan for Limerick are clear at:

    and we would have liked to see some tie in or improved linkage to these, somewhere in the goals that are identified therein.We believe strongly that a primary goal of the Plan as set out, should be to consider and incorporate into the Plan, suitable strategies for maximising health and minimising existing and future health inequalities of populations within Limerick City and County.

    The Plan should link better and reconcile more closely to the National Climate Adaption plan which provides the framework and template for appropriate actions and oppurtunities on a National/Regional basis.

    Our view is that the Plan should examine in more detail at how services are delivered and some form of sustainability assessment should be provided for, and details of same set out in the plan.

    The Plan, we feel is not specific or focused enough on social inclusion and in identifying appropriate measures to facilitate same, in the community development area.

    Likewise, inequalities in health of specific communities and populations, indigineous or otherwise should be the subject of more detailed consideration, in the knowledge that such communities exist within Limerick City and County.

    It is felt that the issue of Homelessness/Inadequate/unsuitable/unfit housing and health impacts is worthy of further and closer examination with a view to developing suitable and focused solution strategies that can impact positively on population health.
