Compact Growth: The site is in a built-up residential area 2.5km from Limerick City centre and a similar distance from the University of Limerick. The area in the vicinity of the site includes an arterial routes to the city centre, namely the Dublin Road. Feasibility: Immediately adjacent to this site location both Uisce Eireann and the ESB have confirmed that it is feasible to service this locality.
Public Transport. The Dublin Road is readily accessible by both private and public transport, offering good transport links to the city and surrounding area. Bus Eireann provides a bus service from Limerick City with buses running at 15min intervals. Under the objectives of the Limerick City Council Development plan, the council propose to introduce “green routes” to the public transport infrastructure. These facilities would provide an alternative to the private car and ensure that residents of the proposed development can avail of sustainable public transport.
Employment Opportunities : There are significant opportunities for employment for residents in this locality. In addition to the university and the city itself there are several industrial estates and business parks within easy reach.
Social Infrastructure : Local community facilities include primary and secondary schools together with the Parkway Shopping Centre, St John’s Hospital, and the Absolute Hotel. Amenities in easy reach include Grove Island Leisure Centre/Swimming Pool, Canal Bank Walk, O Brien Public Park as well as local GAA and rugby clubs.
Flood Zones: A flood risk assessment has been previously conducted and is enclosed with this application. Note that this site has passed the Justification test. These lands are not within a flood zone.
Housing Demand: The housing demand in this part of Limerick City is huge. The Rhebogue / Corbally / Park / Dublin Road neighbourhood has an ongoing requirement for all types of new residential accommodation. Social & Affordable, Private, Student, Rental, Seniors. The strategic location of this neighbourhood centred between the city centre the university and the industrial estates guarantees population growth into the future.

I have an 18.5 acre field behind manor brook, it also bounds the currently zoned serviced site adjacent to Manor Brook. It was zoned serviced sites Phase 1 & 2 but was de-zoned in the current LAP. I have a wayleave agreed for access through both of these sites.
My site also has access to the Ballingarry road which has Public Lighting and paths as far as Murphys Cross. It is an ideal location for housing, that meets the required criteria and will contribute to accelerated housing delivery
The site has storm for surface water, but currently has not got access to the public sewage system. The Adare Manor will not allow any more houses into their tank system even though, I can access it through the site that bounds me. )This site is currently in the process of applying for planning for serviced sites)
In 2011, I put in a planning application for 12 houses and a temporary waste water treatment plant until the public sewage system was available. (I believe this option is now being considered as an option by the government in order to get developments going and reduce the housing shortage.)
It is an ideal location for housing, that meets the required criteria and will contribute to accelerated housing delivery. I'm asking the council to consider re-zoning my phase 1 and some of my phase 2 serviced site so I can submit a planning application similar to my withdrawn application {Redacted} in 2011. This would facilitate the much needed accelerated housing delivery in the area.
I would like to add that that this request is based on allowing a temporary treatment plant on the site to accelerate the development, this is because the current Adare treatment plant, which has limited capacity, but needs upgrading, is really struggling. The Adare sewage should go to Limerick for treatment going forward. The likelihood of anything being done within the next 5 years is slim and re-zoning land which would be subject to tax would not be an option for anybody until it had access to waste water treatment services.
A temporary on site waste water treatment plant would allow accelerated housing development until the public system was upgraded.
The Adare Manor Treatment Plant sets a precedent for this, why should any other site in proximity of the manor be any differently treated?
I'm asking you to consider my proposal as it will accelerate the much needed housing development in Adare

I hope this email finds you well. My name is Martin Hogan, and I am the owner of a land holding in Rathbane, Limerick City, known locally as Hogan Park. I am writing to request a change in the zoning of this land as part of the current review and variation of the Limerick Development Plan 2022/2028.
Currently, my land is zoned for recreation. However, given the developments in the surrounding areas, I believe there is a significant potential to rezone my land for mixed use and residential development. As you are aware, Limerick City & County Council are proposing a new residential development at Toppins Field to the north of my land. Additionally, the HSE is developing a new regional ambulance headquarters, and Munster Rugby is establishing a new centre of excellence to the south of my land.
With these new developments, my land has great potential to serve as a link between them, integrating residential, commercial/retail, and community uses. My land is fully serviced, and I believe that rezoning it as Mixed Use & Residential would greatly benefit the area and align with the current development plan objectives and enable accelerated housing delivery on this land to meet the objectives set out in the new ministerial guidelines.

We write on behalf of our client, John Hartnett, to request that serious consideration be given to rezoning his lands at Killarney Road, Abbeyfeale, Co. Limerick.
Prior to the 2023-2029 Local Area Plan, his lands were zoned “Existing Residential” at the front and “Residential Serviced Sites” at the rear, the 2023-2029 Local Area Plan changed this to “Existing Residential” at the front and “Agriculture” at the rear.
Our client is very anxious to develop the site and in this regard we applied for “planning permission to construct a residential development of two semi-detached houses, one detached, four semi-detached and nine terraced retirement houses and three apartments in one two-storey block and all associated site works” under planning application ref. no. 23/60702, however during the planning process the 2023-2029 Local Area Plan come into force and the application was refused for 2 reasons, one being the change in zoning. We attach a copy of the Site Location Map and Site Layout Plan that accompanied this planning application.
We also attach drawing no. 2307-04-SLP-P – Site Layout Plan, which illustrates a current proposal we are working on for the existing area zoned “Existing Residential”, for which our client intends to apply for planning permission shortly. We also attach drawing no. 2307-04-MP – Master Plan, which illustrates how the remainder of the site could be developed in the event of the rezoning of the rear portion.
We are of the opinion that the attached drawings show how the site can be developed in an orderly manner in the event that the lands at the rear are rezoned to “New Residential”.
Based on the above we would appreciate if Forward Planning could consider our client’s site for rezoning to “New Residential”.

On behalf of our client, Kenrite Construction, who owns land in Monaleen and has been developing a large landbank for a number of years, a request is being made to change a small parcel of land from open space use to residential use.
The site always benefitted from residential zoning up to 2019, when a new LAP for Castletroy was prepared and the zoning was changed to open space, quite possibly reflective of the undeveloped nature of the site at the time of preparing the LAP.
This new zoning was then brought forward into the Limerick Development Plan 2022.

LAP 2009 – 2015 LAP 2019 – 2025 and current Development Plan
It was not until May 2023 that our client discovered the change in zoning had occurred, at a time when he was seeking to renew planning permission on the site.
The land actually comprises a site which was previously granted planning permission (P05/3629) for a detached house (now expired), but which was never constructed, as the land was required for a temporary construction access to facilitate development to the rear of the site.
It was always the intention of Kenrite Construction to complete the row of 9 no. detached units fronting the overall site, in accordance with the original planning permission, including the subject site now zoned as open space.
We note that the site now comprising open space zoning, is located at the end of a row of houses and is surrounded on two sides by roads (Gold Links Road and Mount Green Road), with no natural overlooking.
We would submit that the site is of no direct beneficial use from a recreational perspective and as incidental open space, does not contribute to the public realm.
The site is serviced, is not subject to flooding and can be immediately developed in conjunction with the final phase of development on the land which has just secured a notification of grant of planning permission from Limerick City & County Council.
We thus request that the land is reverted back to its original intended use and that a change in zoning occurs from open space to residential use to accommodate the development of 1 no. house on site.

We write on behalf of our clients, Mitchelstowndown Construction Ltd., of Mitchelstowndown, Knocklong, Co. Limerick to request that consideration be given to a change of zoning of their lands from Residential Services Sites to New Residential at Ardykeohane, Bruff, Co. Limerick.
Our clients purchased the land when it was zoned Residential and obtained planning permission for the construction of a housing development consisting of 16 no. single-storey detached houses, 4 no. single-storey semi-detached houses and 3 no. detached dormer houses, together with associated site works under An Bord Pleanala Ref. No. 13.229392. Due to the economic downturn this development did not proceed. A portion of the land was subsequently rezoned to Residential – Serviced Sites and this zoning remains in place.
We attach drawing no. 0502-17-101 – Site Layout Plan, which illustrates the current zoning throughout the whole of our client’s landholding, which is outlined in red. Our clients are currently pursuing planning permission on the area zoned Exiting Residential and in this regard have applied for planning permission for the construction of eight two-storey semi-detached houses and associated site works under planning application Ref. no. 25-60947, which is currently at further information stage. This demonstrates our client’s commitment to developing the site in the short term and reverting the zoning of the whole of the landholding to New Residential will contribute to speeding up the development of the site.
The landholding is close to all community amenities including the successful CareBright citizen centre and the local GAA pitch, both located just 300m away, with the local pitch & putt course located even closer. The village centre is only a small walk away.
The municipal wastewater treatment system has a lot of free capacity and can readily cater for the proposed development.
Based on the above, we are firmly of the view that it is appropriate to rezone the portion of the landholding currently zoned Residential – Serviced Sites, to New Residential. Limerick City & County Council had a full residential zoning on the site, when our clients purchased the property and it is considered appropriate that it is returned to this zoning.
