CCTV to Prevent, Detect and Prosecute Breaches of the Waste Management and Litter Pollution Acts

 

Limerick City and County Council (LCCC) intends to install CCTV for the sole purpose of preventing litter and illegal dumping and to enforcement the Litter Pollution Act, 1997 the Waste Management Act 1996. This initiative will adhere to the Codes of Practice for the Operation of CCTV for the Purposes of Prevention, Detection and Prosecution of Litter and Waste Offences. The action is being taken in line with Aim 3.2 of the LCCC Litter Management Plan 2023-2026.

CCTV for waste and litter enforcement will only be used where it is justifiable and proportionate to do so and where there is evidence of persistent illegal dumping. This public consultation provides an opportunity for individuals and businesses to comment on how CCTV Schemes for litter and waste enforcement may affect their lives.

The Council is seeking your views on the installation of eight new CCTV schemes and the repurposing of two existing CCTV schemes for the purpose of enforcement under the Waste and Litter Acts at the following sites.

 It is important to note that live monitoring will only be undertaken at schemes where community cameras are being repurposed for waste and litter enforcement and where live monitoring is already being done by trained personnel who are Garda vetted. Footage will only be requested where an offence under the Waste or Litter Acts may have been committed. The eight proposed new schemes will not be live monitored. Recordings will be retained for 28 days before being overwritten. The cameras will record footage that may be used as evidence for enforcement proceedings under the Waste and Litter Acts. Footage will not be used for any purposes other than those outlined in the legislation below;
