CCTV Schemes to Enforce the Waste Management and Litter Pollution Acts

Dúnta16 Bea, 2025, 10:00 - 9 Mei, 2025, 23:59

Limerick City and County Council (LCCC) intend to utilise CCTV for the purpose of preventing litter and illegal dumping and to enforce the Litter Pollution Act 1997 and the Waste Management Act 1996. This initiative will adhere to the Codes of Practice for the Operation of CCTV for the Purposes of Prevention, Detection and Prosecution of Litter and Waste Offences. This action is being taken in accordance with Aim 3.2 of the Litter Management Plan 2023-2026 | Limerick.ie

CCTV for waste and litter enforcement will only be used where it is justifiable and proportionate to do so and where there is evidence of persistent littering and/or illegal dumping. This public consultation provides an opportunity for individuals and businesses to comment on how CCTV Schemes for litter and waste enforcement may affect their lives. The Council are seeking your views on the installation of seven new CCTV schemes and the re-purposing of four existing CCTV schemes in Regeneration Areas for enforcement under the Waste and Litter Acts at the following sites.

Your responses will remain confidential and will be used solely for this consultation. A copy of the Privacy Statement for this survey can be read HERE

The locations of Community Cameras can be viewed HERE . It is important to note that live monitoring will only be undertaken at schemes where community cameras are being repurposed for waste and litter enforcement and where live monitoring is already being done by trained personnel who are Garda vetted. Footage from NEW schemes will only be requested where an offence under the Waste or Litter Acts may have been committed. The proposed new schemes will not be live monitored. Recordings will be retained for 28 days before being overwritten. The cameras will record footage that may be used as evidence for enforcement proceedings under the Waste and Litter Acts. Footage will not be used for any purposes other than those outlined in the legislation below;

Waste management Act 196, as amended, Section 11, Section 14A; 14(1)(a), 14(4)(c), Section 15 (1) (a), Section 56 (1)

Litter Pollution Act, 1997, as amended, Section 23, Section 24, Section 25

Circular Economy and Miscellaneous Provisions Act 2022

Section 8 and Section 10 of the Litter Pollution Act
