Limerick City and County Council is undertaking a public consultation on the views of Limerick citizens on the provision of CCTV cameras in public areas around the city and county. The cameras are broken down into four schemes:
- Northside
- Southside
- Smarter Travel Canal Bank
- HInterland (County Limerick)
Limerick City and County County installs and operates these CCTV cameras for the sole or primary purpose of securing public order and safety in public places by facilitating the deterrence, prevention, detection and prosecution of offences. The Garda Commissioner is empowered to authorise the installation of cameras under Section 38 of the Garda Síochána Act, 2005. A CCTV Scheme authorised under this legislation must comply with the conditions outlined in the CCTV Community Scheme Code of Practice. As a local authority Limerick City and County Council (LCCC) is obliged to have regard to the importance of taking steps to prevent crime, disorder and anti-social behaviour within its areas of responsibility.
The need for CCTV in Limerick has greatly increased over the years. The cameras were installed to negate the rapidly increasing number of violent incidents and anti-social behaviour being experienced, in particular within the four regeneration areas of Limerick City. The network has in recent years expanded to the county also known as the Hinterland and also more recently along the canal bank.
All camera feeds are recorded at a central control room. Recordings are retained for 28 days and then automatically destroyed. Live monitoring is undertaken on some cameras where deemed necessary and it is monitored by trained personnel who are Garda vetted. Limerick City and County Council provides An Garda Siochana with footage recorded by the cameras for law enforcement purposes under section 70 of the Data Protection Act 2018. Footage is not used for any other purposes other than those outlined under section 38 of An Garda Siochana Act 2005.
Limerick City and County Council works closely with the Gardaí and local communities to identify public areas with a pressing need for CCTV schemes based on crime and incident data. Limerick City and County Council is conducting this public consultation to provide an opportunity for local individuals or businesses to comment on the how the usage of Community Based CCTV Schemes within their areas affects their day to day life.
