Why is Limerick City and County Council Developing a Climate Action Plan?

The Climate Action and Low Carbon Development (Amendment) Act, 2021 enshrines the National Climate Objective to pursue and achieve, by no later than the end of 2050, the transition to a climate resilient, biodiversity rich, environmentally sustainable and climate neutral economy.

The Act sets out Ireland’s legally binding climate ambition of delivering a reduction in greenhouse gas emissions of 51% by 2030.The Act prescribes that:

Each local authority shall prepare and make a plan relating to a period of five years (referred to as a ‘local authority climate action plan’) which shall specify the mitigation and the adaptation measures to be adopted by the local authority’ on a trajectory to achieving climate
neutrality by no later than the end of 2050.

The Limerick Local Authority Climate Action Plan ( LACAP) will actively translate national climate policy to local circumstances and Limerick City and County Council will be responsible for reducing greenhouse gas emissions from across our own assets and infrastructure, whilst also taking on a broader role of influencing and facilitating others to meet their own targets.

Climate Action Plan Summary Report

Limerick City and County Council has developed a Climate Action Plan Summary Report, available to download on the panel on the right of this page, to open stakeholder dialogue and discussions on the development of the LACAP and provides a summary of the evidence that will be used to inform LACAP development.
Working with KPMG consultants, Limerick City and County Council developed an evidence base, which includes a Climate Change Risk Assessment for County Limerick and a Baseline Emissions Inventory for County Limerick and also for the proposed Decarbonisation Zone, details of which are presented in the Climate Action Plan Summary Report. In addition, the report provides an indicative Vision and Mission for the LACAP.
