NOTICE OF PUBLIC CONSULTATION: In the matter of a screening for an Environmental Impact Assessment AND In the matter of a screening for whether an Appropriate Assessment is required of a proposed development located at Dromdarrig, Mungret, Co. Limerick

NOTICE OF PUBLIC CONSULTATION 

In the matter of a proposed S.179A Development by Limerick City & County Council in partnership with the Land Development Agency and Cluid Housing Association, on lands located in the townland of Dromdarrig, at Mungret, Co. Limerick  AND In the matter of a screening for an Environmental Impact Assessment AND In the matter of a screening for whether an Appropriate Assessment is required of the proposed development pursuant to Article 6(3) of Habitats Directive AND in the matter of Articles 81A (5)(a) and (6)(a) of the Planning and Development Regulations 2001, as amended.  

The proposed development on circa 7.2 hectares of land, zoned for development purposes within the Limerick Development Plan 2022 – 2028, is located within the curtilage of a protected structure Mungret College Stables and Outbuildings (RPS No. 1658 1660 & 1661) whilst repair works are proposed to the Observatory (Seismic Station) (RPS No.1658). 

The proposed development seeks the construction of: 

1. 250 no. residential units including 36 no. two bed houses; 108 no. three bed houses; 25 no. four bed houses; 2 no. five bed community dwellings; 37 no. two bed apartment units; and 42 no. one bed apartment units with renewable energy design measures (which may be provided externally) for each housing unit. 

2. A crèche facility with capacity to accommodate 70 no. children;  

3. 1 no. community facilities with ancillary café; 

4. 2 no. community facility units fronting the public square and positioned within the Independent Living for Older Persons complex;  

5. Public toilet;  

6. Landscaping works including (a) provision of playground and kick about areas; (b) new pedestrian and cycle connections; and (c) public square; 

7. Associated site and infrastructural works including provision for (a) water services, foul and surface water drainage and associated connections and (b) attenuation proposals including permeable paving and swales; (c) 4 no. ESB substations; (d) external plant and services; (e) car and bicycle parking;

8. and all associated site development works. 

The proposal is accompanied by An Appropriate Assessment Screening Report under the Habitats Directive (92/43/EEC) and an Environmental Impact Assessment (EIA) Screening Report under the EIA Directive 2014/52/EU. Once the process of public consultation has been completed, Limerick City & County Council will then proceed to complete the screening processes as mandated by Articles 81A (5)(a) and (6)(a) of the Planning & Development Regulations 2001 (as amended). 

Plans and particulars of the proposed development, to include copies of the EIA and AA Screening Reports, will be available for inspection and/or purchase at a fee not exceeding the reasonable cost of making a copy during office hours at the Customer Services Desk, Limerick City & County Council, Merchant’s Quay, Limerick, V94 EH90 and County Hall, Dooradoyle, Limerick V94 WV78  on each day during which the said offices are open for the transaction of business (excluding Bank Holidays) for a period beginning on 22nd December 2023 and ending on 30th January 2024 during office hours.   

Plans and particulars of the proposed development, to include copies of the EIA and AA Screening Reports are also available for inspection on the website of the local authority at https://mypoint.limerick.ie. 

Submissions or observations with respect to the proposed development, the EIA and AA Screening Reports dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made in writing to Caroline Curley, Director of Service, Housing Directorate, Limerick City & County Council, Merchant's Quay, Limerick, V94 EH90 or online via https://mypoint.limerick.ie no later than 4.30pm on 30th January 2024.
