Roads Audit team visit - scope limitation to review as conducted during lockdown

I noted that the Roads Audit Team report states they visited the site on 26th Feb 2021 - a Friday. It would seem implausible to get a proper appreciation of the locality at a time when St. Nessan's school was closed ( the school began a staggered re-opening from 1st March 2021) and much of Raheen Ind. Estate employees were still in Work-from-home mode.  To effectively appreciate the challenges, the area should be observed from 8:30am  to 9:00am and again 2:15pm to 3:00pm. With a majority of employees defaulting to using Tues - Thurs as 'anchor days' at place of work , any meaningful visit should be on one of these weekdays.
