I operate a tourism accommodation business adjacent to the Greenway at Templeglantine, and Abbeyfeale is our nearest service centre.

I am keen to see Abbeyfeale thrive to become a more vibrant town centre and become an attractive destination for tourists.

Abbeyfeale suffers from a high volume of through traffic and I believe there is potential to turn this negative into a positive by developing facilities to encourage passing motorists, camper vans and tour coaches to stopover in Abbeyfeale for an afternoon or a night.

The motivation for my submission below is to increase footfall in the town centre, to enhance the vitality and viability of the town centre and over time that will encourage new business to open in the main street and over time reverse the dereliction.

Motorhome/Camper Van Parking & Services (‘Aire’)

Request: For the inclusion of a policy to promote the development of a Motorhome/Campervan service area in Abbeyfeale town, and to identify a site on the new Zoning Map.

The service area (known as “aires” across France and mainland Europe) would include overnight parking, grey water disposal points, chemical toilet disposal, fresh water supply and electric hook-up points, bins, all for a fee. Many municipal authorities across Europe include these facilities in public car parks to encourage tourists to stopover in small towns and contribute to the local economy.

Unlike holiday parks, “aires” are designed to attract passing tourists driving motorhomes into the town for a few hours or one night.

An example of this type of facility already exists in the car park at the Askeaton Leisure centre.
 

Reason: To encourage passing tourists to stop in Abbeyfeale and contribute to the local economy and enhance the vitality and viability of the town centre.  

High volumes of tourism traffic heading Dublin - Kerry passes through the main street of Abbeyfeale on the N21. There is an opportunity to take advantage of this passing trade by providing facilities in the town to encourage some of the passing motorhomes to stop for an afternoon or a night, and to contribute to local businesses in the town centre. The Greenway is a new attraction that would encourage motorhomes to stop for a few hours/overnight.

I have travelled extensively in Ireland, the UK and mainland Europe in a campervan over the past 10 years and I have seen first-hand how these facilities attract passing tourists to stopover and contribute to the economy of smaller towns. 

Background Evidence: There were 13,915 licensed motor-caravans (motorhome/camper vans) in the Republic of Ireland at the end of December 2020 and this represented an 8.77% increase on the previous year, and a 35% increase over the previous 5-year period since 2015. (Source: Dept. of Transport, Tourism, and Sport - "Irish Bulletin of Vehicle and Driver Statistics 2020").

A further 4749 motor-caravan were licensed in Northern Ireland (Dept. for Transport Statistical Office). 

This demonstrates a growing demand for facilities. 

Tour Coach Parking

Request: For the inclusion of a policy to promote the development of tour coach parking in the town and for the identification of a site in the new Zoning Map.

Reason: To attract passing tour coaches (en-route to Kerry) to stopover in Abbeyfeale for a lunch-stop or overnight. This would contribute to the local economy, create demand for new business to open, thereby enhancing the vitality and viability of the town centre, and overtime begin to reverse dereliction.

This would enable Abbeyfeale to work towards becoming a ‘Coach Friendly Destination’ and achieving accreditation by the ‘Coach Tourism and Transport Council of Ireland’ (CTTC). This can be used as a unique selling point to attract coach companies and tour operators to consider Abbeyfeale as a destination for the Coach Tours they operate.

The Greenway is a new facility that may encourage some tour companies to stop off in the town.

An example of a CTTC accredited Tour Coach Park is Ennis in County Clare and Dungarvan in Co. Waterford which is also on a Greenway.

Tourist Hostel

Caibidil: 

Request: For a policy to be included to support the development of a tourist hostel in the town, and for the identification of a site in the new Zoning Map.

Reason: To facilitate additional tourists arriving on the new Greenway to stay overnight in the town. Also, to enable passing tour coaches to stop overnight in the town, additional bed spaces will be required, especially to facilitate groups of 56 people (capacity of a tour coach).

This would bring additional customers for existing businesses in the town, enhance the vitality and viability of the town centre, create demand for additional services to open on the Main Street and overtime begin to reverse dereliction.

Background Evidence: According to Failte Irelands ‘Discover Ireland’ Accommodation Listings, at present there is only one hotel (18 bedroom) in the town centre and two B&B’s on the edge of town. 

To enable Abbeyfeale to attract overnight tourism, additional bedspaces will be needed in the town, to suit a variety of group sizes and budgets.

River Feale Blue Way

Request: For the inclusion of a policy to designate the River Feale as a Blueway and to create a nature path along the river with connections to the town park, the town square and to the Greenway. (Please refer to attached map)

The River Feale passes along the western edge of Abbeyfeale, it forms part of the Lower Shannon Special Area of Conservation (SAC) and is a designated Salmonid Water under the E.U Freshwater Fish Directive. 

The River Feale is among the outstanding salmon and sea trout rivers of Ireland.

Reason:

To protect and enhance biodiversity along the River Feale and tributary Allaghaun.

To integrate Blue & Green infrastructure in the vicinity of the town.

To link up the river and create connections with the Town Park, Town Square and Greenway, opening up connections and enhancing opportunity for outdoor recreation.

Public Toilet

Caibidil: 

Request: For the inclusion of a policy for the Council to develop a public toilet in the town centre.

Reason: This is an essential basic facility for members of the public coming into town for shopping and for the growing tourists arising from the new Greenway. This facility will enable visitors to spend more time in the town centre, contributing to local economy.

Car Sharing Clubs - parking

Caibidil: 

Request: For the inclusion of a policy to attract Car Sharing Clubs to operate in Abbeyfeale by provision of dedicated parking spaces in the town centre.

Car clubs are short-term car rental services that allow members access to locally parked cars and pay by the hour or day.

Car clubs offer an alternative model to private car ownership for individuals and businesses.

Companies such as 'GoCar' and 'Enterprise' operate throughout Ireland. 

Reason: Enables people to have access to a car or van when they need one but avoids the costs to own & maintain one. Reduces the demand for private parking facilities. Supports sustainable travel.

In light of recent trends for hybrid and remote working, rising fuel and insurance costs, demand for car sharing clubs in urban areas is likely to grow.
